Hikvision Response to Government Statement

Dear Sirs,

Many thanks for your enquiry. As you may have seen in the media, a decision has been made by the UK government to exclude Hikvision products from a specific group of sensitive government sites owing to so-called ‘security considerations’.

It is important to note that this decision does not constitute a ban of Hikvision from broader public procurement, nor from being sold to private companies. It is however, surprising, as we have been engaging closely with the UK government to clarify misunderstandings about our business in the UK.

As you well know, Hikvision are not a threat to national security in the UK. No respected technical institution or assessment has come to this conclusion, and our cameras are compliant with the applicable UK rules and regulations as well as being subject to strict security requirements.

We have, for a number of years now, been in dialogue with UK Government to provide clear documented evidence of our cyber credentials and stance on Human Rights. Internationally Hikvision holds certification AS8000:2014 which is a globally recognised standard for Social Accountability. In the UK we fully comply with the Modern Slavery Act 2015 and require our suppliers to adhere to these standards as well.

As a global leader in video surveillance, we take cyber security very seriously. Amongst others, we hold ISO27001 accreditation for Information Security Management. Hikvision’s products, source code and cybersecurity practices are in keeping with industry best practices.

The Government statement makes reference to “the National Intelligence Law of the People’s Republic of China”. We want to be clear in our response on this point. Hikvision does not store video data for end users. The business model is a bit complex; Hikvision is a manufacturer of video security equipment. In all international markets, the company’s customers are distributors and security integrators/installers, not the end user. Based on this business model, the national security law referenced in the Government statement is not relevant to Hikvision as they do not have the data themselves, but the end user has full ownership of the data. Hikvision does not have access to end-user video data.

Rest assured, we are seeking now to urgently speak with ministers to understand this decision.
